ABSTRACT:
This study examined the pivotal role of clan leaders in maintaining peace and security in Somaliland, with a particular focus on their interactions with the Ministry of Internal Affairs in Hargeisa. Somaliland, a self-declared independent region in the Horn of Africa, depended significantly on clan-based structures for social and political organization. Clan leaders, who held substantial influence within their communities, were found to play a critical role in conflict resolution, peacebuilding, and the overall stability of the region. The findings shed light on the complex relationship between traditional clan structures and state institutions, highlighting the need for integration of both elements in sustaining peace.
Specifically, this study explored the vital role of clan leaders in maintaining peace and security in Somaliland, focusing on their influence on local security policies, mechanisms for conflict resolution, and collaboration with government institutions.Findings revealed that the majority of respondents viewed clan leaders as key figures in shaping security, primarily through mediation, traditional dispute systems like xeer, and active participation in peace committees and government forums. The study concluded that strong collaboration between clan leaders and the Ministry of Internal Affairs enhanced local stability. It recommended strengthening these partnerships through training and formal frameworks, and highlighted the importance of integrating traditional and formal justice systems for effective governance and lasting peace. Moreover, the study identified the challenges faced by clan leaders and the government in their joint efforts to maintain security, offering valuable insights into the role of non-state actors in peacebuilding in post-conflict settings.
